This cone is sealed at the top with solder.2" tall x 7" across. It is smooth flat on the bottom and in the bottom is stamped Mexico.
Inside is has some lose material like dirt when you shake it and sound like it is roughly half full of ? Would like to know more about it before it gets opened if it does!

Does it look like it has broken off something?
I the center where the soldered circle is?
I'm thinking it may have been a float for a pump like ones used to fill livestock tanks.
