New WOT coil Question

I got the lower rod w/nut & bolt. Question is do I try and sqeeze the rubber washer on the inside of coil, or use them on the outside? Outside sure makes the coil loose. Thanks for help in advance.
 
I never could get the rubber washers to fit on the inside. I even tried lubricating them to get them to slide in place. No way Jose. I ended up not using them at all. The nylon bolt and nut tightened up snugly enough, so I didn't need them. I was afraid I was gonna stip out the threads on the bolt, but tightened it slowly and it was just fine. 30 minutes was long enough trying to get the friggin washers to fit. Simply not enough room to insert them on the inside of my WOT coil. Just thought you might want to know you weren't alone on this problem.
