looks like a sight of some sort but to big for that. I have found two of these now on this lot i am searching. Not sure about the other one but this one has the number 3 one one side of it if that helps.
 
It reminds me of a rear rifle sight. But I've seen it before those knotches would be for elevation. But I've seen it before and it is some kind og gague. Someone will nail it for you.
 
My first though was that it is a print setting gague, now seeing that you posted the gas printing plate points to me being on track.
