I think its just a Celtic Cross pin . I havent found any that looks close to it though .

Sorry I don't have a positive ID, but with the two holed tabs on the back it reminds me of a suspender buckle.
The toothed belt grip would pivot in the holes to adjust the belt.
Just a WAG
