So far what I found is " Higher Learning Commission " and "Harrogate Lady's College" in the UK so it could be a Sorority pin . For now that's about all I found ... Woodstock
 
Does the name of the town begin with H? Is there a mine nearby named H? It could even be a one off of somebodies initials.
