Order of the Crown

I dug this "different" sounding target today. It was 6" deep or I probably would have debated whether to dig it at all.

This was found at a very old academy founded in 1857 by Quakers. On the back it says "Order of Crown". It acts like Gold, but I don't know how the paint has remained on it. Here it is:
