Art,

I use Photoshop and it's layering capabilities to do that.
White Bg is one layer
Picture is another
Shadow is another layer.

Shadow layer is duplicate of picture layer just filled in with black and nudged to the right and below the picture layer.

Gaussian blur done to the shadow layer and opacity is adjusted.

Thin black lines are added by selecting and modifying the selection then filled with black.
