Got this Buckle today at about 10" down, came in like a half dollar. I'm getting lucky, but there's a lot of trash and a lot of dumping was done here...HH. Looks like the great seal of New York...Again, any Help will be appreciated in ID'ing it.

Here's the back and as you can see, there is a plate on top, but it's a bit eroded, but maybe someone out there can help with it's origin...HH.
