Can anyone Identify this ring. Garnet or Ruby? I've seen this style ring Before. My wife says Its an Irish Symbol?

I'm not a gemologist but it appears to be as you said a garnet. The ring in fact is an Irish Claddagh and is usually given to a woman as a token of love. It can be worn on either hand and depending on the depth of love is the way the crown is located, front or back when wearing it. There are various custom made designs with silver being the most popular and gold is also made and then a variation of diamonds adorning the tip of the crown. They also make one for a man.
