Silver Scout Badge?

I think this is a scout badge but would like some information if someone has seen one before. I am sure it is silver and is about 1.5 inches across at the top. The two lower arrow are free to move around. The back is plain with a loop on each side where a pin went through.
 
May be a an Order of the Arrow badge.

Dang. It was over 6 inches deep so I figured it had been there a while. I was metal detecting in area of an old pool that operated in 1920's. That of course does not mean someone lost it later, but it was pretty deep.
