That's a good question. I don't think its a walking cane handle. Not sure what it is though.

If its a shoe buckle its purely decorative. It's very flimsy. I was thinking that it's a decorative picture frame border. I found a few of these earlier this year at a completely different site. The pieces in the second picture are 2 separate pieces of copper. There's a backing piece and a border piece that's decorative.
