This ring has me stumped

I have been really lucky here. A big thanks goes out to all of the nice people helping out.

I found two of these rings and I figure that they are Cracker Jack rings. Just cant find any info about them.
They appear to made from brass or bronze. Its also adjustable. Which cowboy is on the ring? What year?

I dont think its Hopalong Cassidy or the Lone Ranger or Roy Rogers or!!!!!!!!!!!!!!!!!!!!

This guy wants $35.00 for it, stilkl no ID but says it's from the 1940's (I think it might be a cereal box ring);
