Torrential rains came through and flushed out an unknown bird.

I thought at first maybe it was a white-tailed hawk sitting on my recycling bin. I could tell the rain beat him down as he didn’t even flinch as I got closer. Any ideas as to what kind of bird I am looking at?

Me either. It does resemble a pigeon but I’m not quite 100% convinced.
