Looks like a great seal button for sure. Doesn’t the design over the eagle mean something other that general service? I can’t remember
 
It is a Great Seal button used by the Army. Your button dates between 1902 and 1910. A rim was added to the button in 1910 and remained basically the same to around the end of WWII when the design of the rim was altered a little.
