Two buttons to backs...

Found these at a local spot that was known to have a lot of union activity. I've gotten quite a few general service, cuff buttons and backs these were within 20 feet of each other. I've never seen one like the larger one in the picture. I'm trying to get to the back mark without heavy cleaning. Anyone know when these were first issued? My gut says its post CW.

the big button is a Great Seal button, they started in use around 1903 I think, early 1900's anyway. yours is flatter probable WWII, look up Great Seal button google
