unknown brass piece

I found this piece with other colonial and early 1800's relics. It's solid brass. My only guess is some type of horse or carriage piece. Any Ideas? -Aaron
 
Here is another angle. I colored in red what the other piece that is broken off probably looked like. I am thinking that it is some type of quick secure for a horse reign maybe? I have found what I think are reign guides in the same area. Just a guess what do you think? -Aaron
