Very Old Whatzit

Found this with spindle spanning both sides of the side bars, as shown in the first photo. One side pulls off of the spindle, because the end cap is missing. The other side is “trapped” between the spindle cap and a ridge on the spindle. Frame is broken off on both sides. Is copper alloy, hand made and design/patina suggests it’s 18th c. or earlier. Was at site of foundation hole and farmland in town dating to 17th c. Looks very much like parts of a spur - except the holes for a strap shouldn’t be at the rowel end - and there wouldn’t be two rowel spindles. Could it be part of a pulley? Any thoughts are appreciated
