Water hunting on east bank of Lake Erie?

I may be going to Lowville in upstate N.Y., and wonder if thebeaches on the east bank of Lake Erie are both safe and productive for water and beach detecting? Any legal problems with hunting there with land and/or underwater machines? Any suggestions as to which beaches might be good places to search? Thanks.
 
I live near Dunkirk, NY. Our local beaches are usually closed to swimming due to
high bacteria counts. The water is much clearer now than it used to be thanks to the
Zebra Mussels. The beaches aren't very crowded. I've hunted them a few times but
found just a few clad coins and memorial cents. Most beaches are open for metal
detecting with the exception of the state parks.
I haven't tried water hunting yet, nor have I seen or heard of anyone else water
hunting in the area. I'd love to see whats out there though.
