Weird pewter animal Whatzit ?

I first thought of cane handle too, also it looks like the head is crimped onto the handle or fastener. The casting marks are clearly seen, sometimes the company or cast maker marks the inside of molds with a casting number, this helps keep the molds matched together.

Found this pic on google
it is a similar head (different breed) and has a stud bolt in the hole.

That being the case it could have been attached to anything simply as decoration. Although owner of this pic claims faucet handle.
