IMO, they could hold string, line, small chain, etc. that would be wound around the center pin, then opened to unwind. This piece would then slip into a "female" piece that would be mounted to something, like a fishing pole.
Possibilities:
1) Dental floss holder?
2) James Bond watch w/ cable to strangle the bad guy?
3) Spiderman's wrist web holder?
