What is considered digging a hole

contacted a local park they said i could metal detect but a cant dig any holes. is digging a plug considered a hole?
 
I think the best thing to do would be to demonstrate your recovery technique to the onsite park official. He will probably appreciate your being open and up front about it. I bet they do have visions of a large spade so maybe when they see you in action or just see your small digger they will be ok with it.
 
They're probably talking about coin "popping" or "probing". Pinpoint the target, then use a long shanked "whatever" and keep stabbing the area until you come in contact with the target. Work your way underneath and leverage it out. I'm guessing that's what they want you to do.
