As diggers we sometimes find repeated things that tell of a trend or such. Over the last 2 years I have dug a lot of tweezers, probably 15 or so & particularly this kind. And ALL come from tot lots. Any ideas on this phenom ? Steve in so az

I don't know for sure, but there is the distinct possibility they could be used for holding a joint that got to short to hold with the fingers and were passed out by older kids who wanted to get the younger ones started on Marijuana.

you shouldn't tell the local police department where these have been found. They might be able to confirm drug use at that school or take action to catch whoever is bringing drugs to the school if that be the case.

Same with finding unfired bullets (rounds) on school property. The police should probably be informed of finding those items. As would be finding hypodermic needles on school property. Maybe even a 'chat with the principal' would be in order...though they in most cases even if they knew drug use was going on would deny it is happening on 'his watch'.
 
living in those small towns too long :) With over 1 million people here, over 300 tot lots, a kazillion illegals, drugs, etc. I don't think the police would care. They dont even come out to your house if someone breaks in to your car and tries to steal it. They just send a paper report you fill out and return. End of case.
