Any help to what this is?

The brass ribbed roller is about 6" long and the handle about 7" with a hinge point about half way up the handle. I had to super glue it back together so one could tell what it looked like. The roller rolls free.
 
Someone at our museum thought it was maybe a part of a pleater. But the ribs are quite close together for the other pleaters I have looked at. ?
 
I agree that it is part of a fluting iron. Different styles of clothes or different parts of clothing such as dress hems, cuffs, or collars may have used different sized pleats.
