Barbwire Fence Stretcher, Bumper Jack???

Looks like some letters on it. What do the markings on it read? Is there a patent number? If so what is it? The more information you can give on the item the easier it might be to identify it. Don't think its heavy duty enough to be a bumper jack. Its not like any fence stretcher I've ever seen or used but you never know. As I said, more info on the marking would be helpful.
 
Nice find I don't know what it is but it looks as though you step on the peg poking it into the ground and then wench something to it maybe a beaver trap or other trap of some kind. next thought is a wire puller. It will be interesting to find out what it turns out to be!

An old guy I know says it's a tractor jack. The only thing that's legible on it is H2002
