Casco Bay Maine find

I found this in a farm field bordering Casco Bay. The area has history going back to the mid 1600's. It appears to be hand made of copper. It is 2 3/4" from end to end. It is not broken off anywhere. I do not think it is part of something. I think it is a tool of some kind. Any ideas to what it is or it's age?

I thought it may be for repairing nets too. It was found in the field within 30 feet of the bay.
 
It looks like a shoe-button hook or 'shoe hook'. Also, a lot of clothes other than boots used buttons that would have been time consuming to button up without a button hook.

I like the shoe button tool idea..maybe the horn shaped end was used to stretch out and open the eyelets on a leather shoe..leather shrinks and gets tough when it has been wet and dries out..does not look like any net repair tool that I could find pics of. cool gizmo find.
