Coin or Token ???

Can anyone I.D. this? It's a little smaller in diameter than a quarter, it has a fluted edge like a coin but the reverse is not upside down when it's turned over horizontaly. I can not make any sense of the writing on it. I pulled this from some change because the edge looks like that of a silver coin but I don't think it's silver.
