Dug this baggage tag at an old site. Still doing a little research but it appears to be linked to a territorial livery business. Thanks for looking!
 
Some of these can be valuable. I would guess the number one badge would hold more value also. I know several years ago I listed a baggage tag for the Richmond Weldon railroad and got $234 which is way more than I expected.
