Help ID military cap badge please

I found this item yesterday. I think it is a cap badge. Can any of you folks help me with an ID? At the base of the crown on top, there is the word "BREST". There are 3 Le Fleurs on the left of the shield and it appears that those are oak leaves with an acorn. It could be from the late 1800's but I think it more likely WWI or WWII era. Don't know if it is American, French, or what. Thanks for looking and for the help.
