I found this at on large property that once had to late 1800's houses. I don't think it is iron, it's was not rusty. Thanks for looking and any help!

maybe off the wheels of a baby stroller, just seems like a part screwed to a wheel, very interesting what ever it is, hope some
one knows.....

This is at least 2 inches across. The first pic shows a penny next to it.



The back shows what looks like a threaded 'nut' so it must have been screwed onto something.
 
I am fairly certain it is the the cover to an antique brass bicycle bell. There are two on ebay with a similar flag design.
