Found this today near old foundation....Looks horse related. Can anyone shed more light on what the function of this was? Thanks !!

The round piece looks like a rein guide.
Appears to be a bracket off of an old wagon or carriage.

I would guess say wagon related. The brass ring is a reins turret/guide. The other brass hook, perhaps to tie them off. It almost looks like the base was adjustable. Neat find.
 
It is amazing how much specialized equipment was associated with the days of horse & buggy.
