I prefer chest to hip mounting because I get pretty close to the water and every inch counts in keeping it dry. I thought about running a strap through one of those foam pool noodles (just a piece) to help keep it from digging in my neck.

Ive moved mine back about 4 to 5 inches behind the cuff which allow me to adjust the length of my shaft used for better balance..... plus it keeps it out of the water MOST of the time at chest deep. food for thought.
