How to straighten image for use in overlay of Google Earth

Need advice on how to straighten and flatten image to use as an overlay on Google Earth. I have tried tilting Google Earth but it also tilts the original image. I am trying to make it look like an aerial shot from directly overhead. I have tried rotating it in Photoshop 7 but cannot get shoreline and all roads to match up. Is this even possible? Thanks in advance.
 
I am not familar with Photoshop 7. You might try to see if there is a tutorial video on YouTube, or possibly call Photoshop 7 support and see if they will tell you how to do it.
