Just buy sand fleas from the bait shop. Dead or alive, they are effective bait.

I dig a fair number of sand fleas when using my regular scoop in the wet sand. That said ...
Do a search on "sand flea scoop" or "sand flea rake". The scoop I most often see when people are digging up sand fleas is like this and they are pretty widely available in beach shops or on line:
