Is This A Cleaner Bullet?

Hi, All

Most of the people that see this feel it is a cleaner bullet. I sent pictures to Western & Eastern Treasure magazine. I believe the gentleman's name is Mark. He feels it is a 900 cal. cleaner bullet, he is not 100% sure.I would love to know what you guys in this category feel it is? Thank you for the help.

Not an expert, but I have seen a lot and I have never seen a cleaner like that. It appears to be a solid mold. Interested in what others say.
 
It looks like a finial.
 
Definitely a head scratcher. That is one very large bullet. Has to be military...can't imagine putting that to my shoulder.
 
Never heard of a cleaner bullet that big, a .905 wouldn't be cleaned by a bullet anyway but by hand. Does that have a hole on the tip and if so, how deep does it go?

My guess is some kind of decorative tip to something.
 
Is the base hollow or solid ?
