Thats a stumper!!! Looking at the QM sweetheart pin it is close. What is different is that the blue star is normally within a red rectangle. The ships wheel with crossed sword and key is the QM insignia. Blue star normally represents a loved one in a current conflict and the heart represents “my heart goes where my loved one is.” All the right themes but not in the correct presentation. Has to be a varietal pin of some sort. Good Luck !
 
I think fyrffytr1 nailed it, google mothers pin or son in service pin and you'll see a number of variants of these. The single star would indicate one son in service. Cool find, btw they are usually sterling.
