I had a similar thought. I actually thought it was a 2 headed griffin. Sounds like sometimes pseudo European hallmarks were used in America.

That mark looks like a 2 headed lion. Maybe Whiting Mfg. If so, it's pre-1926 when they got bought by Gorham.
