Found this buckle half in De today. Research found a conplete unit currently on FeBay.
Looks Navy, but not sure they had life rings during CW. Maybe early 1900s sword belt buckle???

That looks to be in damn nice shape even for a half...good luck on the ID! Crazy what’s in the ground...
