Don't think it was minted with the hole, looks drilled to hang around the neck. Cool find!
 
laplander was right about the country and denomination.... Explorer.se and SeabeeRon were right about the hole drilled in the coin...
Japan 10 Sen Aluminum Coin... Most Probably 1942...

Looks like a Washington State tax token only written in Japanese…… well, it does!
