Found at old town site. hope pictures are good. I have no idea! on one side numbers go to 6 other side 1 to 26? thanks for looking. Jim
 
Maybe something to do with prop timing for machine guns. A Guess Yazoo
 
26 letters in the Alphabet, so I'm guessing a decoder for some radio show program.

WOW! Good ID on this one. Here is a picture of another decoder ring. This does resemble the center piece.
