Odd little coinish thing

I found this little gem at a local park that use to be a orchard near a almond tree. All the trees have the ground stripped of any vegitation around them and this was just lying on top of the ground. Just a tad smaller then the dime next to it, but only half as thick it can bend real easy. I was wondering if this could be something a kid can make in shop class. looks pretty primative to me. Things like this is what makes MDing so fun.
 
Surprising what you can find in the hobby...looks like a cheap do-dad sold in a novelty shop..rusty exterior and being so thin is a dead giveaway....over the years one collects many whatchamacallits...
