old buckle ? HELP

It looks like a sash buckle. It was decorative and a ribbon or belt was cinched around a ladies waist and the buckle centered for looks. There could be other uses for this style of buckle but I can't find any.

does seem fashion and or clothing, purse, oriented. I think horse or animal tack would be just round or square and skip the artistic flair. Is that brass? heavy? CO
 
Hi guys
I think it is from a horse harness, found one very similar, it's a bit big and bulky for a sash buckle?
