It is a bullet of sorts. measures 9mm/.354Inches wide..... 16mm/.63 inches long ....It IS Lead.... It has a concave/recessed backend.....

Is it a Small Mini-Ball? ..... or is it a Cartridge Bullet? .... how old is it?

Cartridge bullet, probably early 20th Century from the oxidation. Since it is not Jacketed I would guess maybe .38 Colt Auto. How much does it weigh?
 
If I did this correctly……..:
7000 grs to a pound. Divided by 16 (oz.) would equal 437.5 grains per ounce. Take that times .3 gets you 131.x, or bullet weight by grains which is what most of us can identify by.

130gr is the standard weight for .38 Colt Auto.
