Something from 1890

Found this odd item about a month ago. It is brass and had 2 pieces silver soldered to it. The open portion is the top. One of the things soldered to it has an eagle on it. I can't make out all of the inscription on the ribbon, but has "tory" above the right wing, possibly victory? Below the left wing appears to read "induction" maybe? Below the right wing it has "rules ufe" not sure what that last part would be. All lettering is in capitol. Above the eagle there was something else soldered, most of it is missing. The piece that is there has the year 1890 on it. The item is 3 inches long and 1 inch wide. Any ideas on what itis item may be would be greatly appreciated.
 
It's a medical quackery device called an Oxydonor Canister invented by Dr Hercules Sanche in 1890, and was sold successfully as a cure-all for all sorts of illnesses all over the United States. Some sort of cord or wiring was involved and putting the canister in water and an attached cord, wire or tube to your leg which provided oxygen to the blood stream.
