looks french to me.
 
Hard to tell, not only is there corrosion, but your pics are out of focus. Looks like a pistareen to me.
 
I doubt it is a cob, pistareen or French. Too bad we can see every little hair on the 2007 P Roosevelt Dime instead of the other way around
