Found this today thought maybe somebody knows a little something about it.Bigger than the penny but smaller than the nickel. Reverse is smooth.

Sorry, no help from me, never seen one like that, nice find though.
 
wondering if it is a "challenge coin" that had some kind of disc on top of the smooth side with something about the "19th" on it that came off.
