Tool Tags?

I dug these last weekend but forgot to post em.........are these tool Tags? Never saw one with a name before, usually the ones I find just have numbers
 
I googled his name and the town I found it in and found this:

Twenty-second Election - April 1, 1872

Mayor - D.H. Tolan.
Recorder - Henry J. Trame.
Treasurer - Max Woerner.
Marshal - Henry Wegesin.
Council - Edward King, Alex Shenk, Micheal Sommers, John Walsh, Jos. Ostendorf, A. Tannabill, S.F. Himmelright.

Twenty-ninth and last Election held since the charter of Incorporation was obtained, resulted in electing the following officers. Total vote cast 686.

Yep that's what they are. Trade the tag for a tool and it hangs in its place. You kept up with them as much as your hard earned cash. Cool finds.
