Very big bolt

Anyone know what this big bolt might have gone to? I found it by the pier in St. Augustine on the beach. It doesn't appear to have any threads on it. It weighs 3.6 pounds!
 
It looks like an unused rivet. You should see some on the pier unless its been redone with bolts.
 
Any railroads nearby? looks similar to pins/rivets I have seen while looking for bottles and insulators near the tracks as a child.
