What era is this shoe from?

I bet that is a charm that they call a lucky shoe charm, I have found many different styles.
 
It's an old Victorian pen knife or pocket knife. If you clean away the grit, you'll see a blade or two folded within the shoe.
 
A.W. Wadsworth and Son shoe knife made in Solingen Germany. Made between 1905-1922.
