What is it water find

Found this in 3' of water in our local lake. It is 1 1/2 inches across and the same thickness, it also has a small punch mark in the center on one side only.
 
Looks like the drag adjustment off an old fishing real, or a part for a fishing real drag system...
Also looks like it might have been a gear for a chain system???

Looks like a clutch coupler. Every OTHER notch would have rubber fingers connected together and connected to a power source and the remaining notches would have the same style rubber piece but connected to a propeller or impeller on a boat or jet-ski. This clutch system is there to create a weak point to break before any expensive parts break. The picture below would be similar except the center disk is rubber and the outer fingers were metal.

I could be wrong, it just looks similar and makes since if a jet-ski spun its impeller.
