What is it?

never seen one like that.... maybe the extra loop is for another strap or to hang something off of...just a guess..
 
It looks like a Breeching strap buckle from a driving harness. (bottom/center of image below)

Another possibility is a Tug Trace buckle. The pictures below show belly straps, hence, the double loops shown on these examples. Some harnesses don't use a belly strap on the driving harness(Plough Harness for example) and would only have one loop for the 'neck strap' or 'front suspenders'.
